PhotoFiltre is a complete image retouching program. It is free for personal use and works under both Windows and Linux (under Wine). The only drawback is that it does not suuport Adobe Photoshop plugins. You can buy a shareware version that supports Adobe plugins but in my oppinion it is unfair to ask money for a feature that you can get from others for free. Anyway, it is one of the best free image editiors...
